Queen Amidala never wears this costume. Her handmaiden, Sabé wears it when she poses as Amidala's decoy when the Trade Federation invades Naboo and she is taken prisoner. Amidala accompanies her dressed as a handmaiden in the Flame Handmaiden Costume. Keira Knightley plays Sabé and the pictures are of her in the costume, except for the promotional ones which are Natalie Portman (Queen Amidala) in the costume.
Design:
"The lace of Queen Amidala's Black Travel Dress in The Phantom Menace was made after the final shape of the dress had been fitted amd determined. The pattern pieces were cut out in fabric known as dissolvable (a transparent material that vanishes when put into water) and the design applied freehand; it took several weeks and dozens of reels or thread to complete the intricate, lacy web effect."
