This dress is the one you can see under the hooded cloak. Padmé wears it when her and Anakin first arrive at the Lars Homestead.
Design:
"Crossover long-sleeved pale blue crepe jersey top printed with silver-gray motifs along the hem edges and cape-shaped back. The hood and matching skirt front gathered details are decorated with vintage beads made into fringed tassels. The delicate Art Nouveau inspired headdress was silver-plated, then aged using FEV (French Enamel Varnish). On arrival on Tatooine, the outfit is worn under a pressed-velvet cloak, with a beaten-metal Victorian buckle neck fastening, and an enveloping hood over a jersey cowl."
